Summary
The description of roles and responsibilities is one of the key elements of emergency management planning. Virtually all aspects of emergency management will involve more than one organisation and a variety of tasks. Without such a description it is unlikely that people will know their own tasks and the tasks of others, and this will inevitably lead to confusion.
The manner in which you choose to describe roles and responsibilities is up to you, but it is best to describe them in at least two ways: one description should be by task, and the other should be by organisation.

At this stage you should be ready to define the roles and responsibilities of organisations/ agencies/ departments or personnel within your emergency management plan. Utilizing your planning group, you should now commence the process of identifying and describing the roles and responsibilities within your emergency management plan by task and by organisation/ agency unit (whatever is applicable). |
Utilise whatever method of displaying this information you consider effective, but bear in mind that the less complicated and more easily understood your method, the more meaningful it will be to those reading it. Utilising a simple table/ matrix format is often best, as personnel can extract copies of these tables from the plan and keep handy as part of the response procedures.
