What are the desirable outputs of the emergency planning process?
You may well have come across the following model before in analysing management situations. Here we shall relate it to emergency management.

The inputs are:
- people's time and energy;
- people's perceptions of risk and emergency management requirements;
- money;
- commitment;
- perseverance.
The process is, of course, the process of emergency planning.
The outcomes of appropriate and effective emergency management include the enhancement of the protection of life, property and the environment.
The desired outputs include the following:
- an understanding of the hazards and their likely effects;
- a community that is aware of the hazards facing it;
- a group of people who are aware of their responsibilities in preventing, preparing for, responding to and recovering from emergencies as embodied in a plan;
- a commitment to the plan;
- a written plan (strategies);
- written procedures (tactics)
