Review questions

Consider the following questions, as they will assist you in the analysis, explanation and discussion of legislation relevant to your event’s pre-impact phase.

1. Was the legislation in place for your event effective? Did it adequately address the emergency preparedness/emergency management arrangements required for this event?
2. Did this legislation provide those tasked with the responsibility of emergency preparedness/management, sufficient powers to fulfil their statutory obligations?
3. Do you think that the legislation in place may have hindered organisations in fulfilling their statutory requirements?

Summary

Based on my own experience I believe that emergency/disaster legislation is of paramount importance, as it not only provides the necessary authority to those vested with the responsibility of emergency management but provides the platform for:

• the establishment of appropriate management structures (command, control and coordination);
• the development of the strategies needed to minimise the effects of emergencies/disasters;
• the development and implementation of public education programmes;
• the availability and allocation of resources to ensure emergency management strategies and objectives can be met.

Assignment Activity 2.9   What you need to do now is review all the information you have gathered so far relating to legislation, including your in-topic activities and sort through it using your assignment guidelines. Ensure that the information you have addresses your assignment aim, objectives and is within the event parameters set by you. If you are still having difficulty in acquiring information on the legislation, regulations etc. that were relevant to your event, you may have to, as previously mentioned, broaden you research to include such proceedings as royal commissions, coronial investigation documentation, personal interviews etc.
