Review questions
Consider the following questions, as they will assist you in the analysis, explanation and discussion of legislation relevant to your event’s pre-impact phase.
- Was the legislation in place for your event effective? Did it adequately address the emergency preparedness/emergency management arrangements required for this event?
- Did this legislation provide those tasked with the responsibility of emergency preparedness/management, sufficient powers to fulfil their statutory obligations?
- Do you think that the legislation in place may have hindered organisations in fulfilling their statutory requirements?
Summary
Based on my own experience I believe that emergency/disaster legislation is of paramount importance, as it not only provides the necessary authority to those vested with the responsibility of emergency management but provides the platform for:
- the establishment of appropriate management structures (command, control and coordination);
- the development of the strategies needed to minimise the effects of emergencies/disasters;
- the development and implementation of public education programmes;
- the availability and allocation of resources to ensure emergency management strategies and objectives can be met.
