Cast your mind back to where you dealt with the development of an Emergency Management Plan. Can you remember what the foundation of the planning process is?

The risk assessment, hazard analysis and vulnerability assessment are the foundation of the planning process. The specification of the threats and the perceived consequences are a logical basis for a planning process. Without them one would have to wonder what was the basis for planning.

Having specified the threats and the consequences and then identified the potential problems that are likely to impact on the community if the hazards/threats strike, what is the next output in the planning process?

The next output produced in the planning process is the analysis of the resources required to respond to the impact of the hazard/threat when it occurs. When we analyse the resource needs, what are the tasks required to be conducted within the resource needs analysis?
